That's the problem

Background: Detroit Mayor Kwame Kilpatrick violates his bond (again) and goes to jail.

Following Mayor Kilpatrick’s incarceration, city spokesman James Canning issued a statement for the city which concluded “Once again, residents can be assured government will continue to operate as usual.”

Isn’t that the crux of the problem?
